Simulates the enforcement mobile app: check a plate, capture an observation, and the pipeline decides — observation ≠ violation.
Violation queue (potential — pending officer decision)
Issue requires ≥ 2 evidence photos (A3 gate). Camera-sourced candidates issue at tier T1 (human-confirmed); officer observations at T0.
Boot & tow requests
Requests start from a plate check on the Officer screen. Overrides (below the threshold) and rules that require approval wait for a supervisor other than the requester. Every check and decision is recorded in the enforcement audit trail.

The recommendation below is advisory only and is never shown to the disputant. The decision, the decider and the timestamp are all recorded.
Citizen lookup — what the public sees
Citation number or plate finds a ticket and allows payment; the full ticket and disputes need both (v0.9.0 — one detail alone shows no location or time and masks the other detail). Internal fields (officer identity, AI advice, model version) are stripped from this projection.

Search with whatever the caller has: the citation number, the plate, or the VIN. Every search is logged.

Disabling an account revokes its live sessions immediately. You cannot disable your own account. Cashiers and facility supervisors work only at their assigned sites.

Changes apply to the next plate check — no restart. Each save is a new version; every eligibility check records the version it used. A zone or facility rule set replaces the jurisdiction's rules for checks made there.
